  17. <p>     Before moving out with his unit to Saudi Arabia last
  18. September, Army Specialist Anthony Riggs took out a $50,000
  19. life-insurance policy with the military and another policy for
  20. an undisclosed amount with a private firm. Two weeks ago, Riggs
  21. returned to Detroit on leave. As he was loading his wife's
  22. belongings into his Nissan Sentra, Riggs was fatally shot by
  23. someone who then proceeded to steal the car.

  25. <p>     At first the incident appeared to be just another case of
  26. mindless violence. But last week the police charged Riggs' wife
  27. Toni, 22, and her brother Michael Cato, 19, with murdering the
  28. Desert Storm vet. Reportedly, the motive was to obtain the
  29. payoff from Riggs' life-insurance policies. "I'm not shocked,"
  30. said Anthony's mother Lessie Riggs. "It's something I suspected
  31. from the first. I always knew [Toni] was selfish. She wanted
  32. money without having to work for it."
  33. </p>
  34. <p>     While Anthony was in the gulf, Toni reportedly spent all
  35. his paychecks and drained their $8,000 in savings; the day of
  36. his return, she demanded a divorce and $500 a month in alimony.
  37. Suspicious from the beginning, Detroit homicide cops found
  38. Riggs' car and eventually traced the murder weapon back to Cato.
  39. After intensive questioning, Cato confessed to killing Riggs
  40. with Toni's help.
